NA Standing Committee discusses unilateral visa exemption for foreigners (1/24/2014 10:37:45 AM)

Lawmakers are considering the grant of a unilateral visa exemption for foreigners wishing to stay in the country for a certain period of time.

Speaking at a three-day meeting of the National Assembly (NA) Standing Committee starting on January 13, Chairman of the Committee for National Defense and Security Nguyen Kim Khoa said that the exemption had been proven effective but needed to be under strict supervision.

“It is reasonable to empower the NA Standing Committee to decide who are entitled to visa exemption and for how long,” Khoa said.

Discussing the draft Law on Entry, Exit and Residence of Foreigners in Vietnam, lawmakers focused on transit, stateless persons, unilateral visa exemption, those who can invite or guarantee foreigners to visit Vietnam, and restricted areas for foreigners.

Deputies generally agreed with the Government’s proposed definition of “foreigners” as both those with foreign citizenship or a paper of equivalent validity and those without citizenship granted by authorities of other countries.

However, others suggested that only people with foreign citizenship be governed by the draft law, while stateless persons be subjected to separate regulations of the Government.

Debating the draft amendments to the Health Insurance Law, most lawmakers agreed that health insurance should be made compulsory, while the poor and disadvantaged and social welfare beneficiaries would receive partial subsidies from the Government.

NA Chairman Nguyen Sinh Hung agreed with the proposal that the revised law must be flexible in allowing users to choose the best medical treatment according to market rules instead of compelling them to go to public hospitals or health centers in order to use health insurance.

At this session, the NA Standing Committee also commented the issues concerning organization of the National Assembly; marriage and family; inland waterway transport; customs; bankruptcy; and application of administrative handling measures at people’s courts.-
